The crisis facing the sector is even more concerning as it is linked to structural issues that far exceed the simple cyclical phenomenon.

Public works benefiting

In contrast, public works seem to be better off. In 2024, this branch showed a 4% growth. The sector benefits from a favorable dynamic, with an increase in tender offers thanks to the growing commitment of local authorities. Issues around land and civil engineering are gaining momentum, giving a bit of hope to industry professionals. That said, concerns remain regarding the effective management of resources and the implementation of projects in line with local needs.

Obstacles to the construction of new housing

The situation of new housing deserves particular attention. The number of building permits has fallen by 6.1%, while stocks are decreasing by nearly 10%. The causes of this crisis are multiple: expensive land, rising construction costs, and particularly long approval times. Local elected officials, often reluctant to fully exploit building rights, also add additional constraints. Thus, the current situation seems to be creating a structural crisis that hinders the development of ABC housing.

The importance of the maintenance-renovation market

Fortunately, the older housing market continues to be a vital element. It represents 70% of real estate transactions in the department, and renovation and maintenance now account for 50% of the building sector’s turnover.
